This is exactly what I want to do next year because it is true that the Chinese filter pumps are really totally ineffective. Even turning 12 hours a day is not enough.
Why put on a skimmer?

Yes Chinese pool pumps are worth nothing!
The skimmer is much more effective than a submerged suction to clean floating particles ... and on an outdoor swimming pool it is not what is missing ...
The season is going to end ... the cartridge filter at 3 euros will hold another season after a little rinsing

in general the value of the original capacitor is the best for the best start
the starting capacitors are generally self-healing: this means that when there is an overvoltage the burnt out parts are permanently disconnected so the value of the capacitor decreases and the motor has less starting torque until it does not start at all
so if with a new capacitor of the same value it looks very useless to look further
for those who want to try to understand, connect the old capacitor to the 230V with an amp meter to measure how much it consumes ... it must consume I = 2pi.fCV if it consumes less it is dead
