The realization of the energy performance diagnosis will be mandatory on the occasion of the sale of each home or building from November 1 November 2006.
This diagnosis will make it possible to identify the energy consumption forecasts of the dwellings and the buildings put on sale. The reading of the energy performance diagnosis will be facilitated by a quantified estimate in euros and by the use in particular of an energy label (as for household appliances and cars). This is particularly indicated by a decree published in the Official Journal of Friday 15 September 2006.

It is rather positive this story.
2 remarks:
the fact that this affects all buildings (and not just homes for individuals) is an excellent point. In general, factories and office buildings are completely clad with insulation: air conditioning and heating, obviously, it's peanuts in the budget of a box.
It had begun to evolve but this measure will probably speed things up.
It is a shame that a tax proportional to energy consumption (whose recipe would serve to advance the energy autonomy of buildings) is not associated with this measure: it would be to apply the concept of the polluter / payer to the building sector. ..

What is all the more interesting is that the calculation of energy consumption integrates the production of renewable energies by the building. The new feed-in tariff of the photovoltaic kWh voted last 26 / 07 which favors the solar one, is also a step forward in this step.
This new regulation finally raises the energy issue of buildings in a general and glo- bal way. It's still better. In addition there will be an obligation of renewable energy systems on all the buildings of + of 1000m².
It is not bad that France finally puts in place a regulatory context a little more favorable to the ENR !!!! The other European spays did not wait for us

You're right elephant (as often as Suaf que me, I saw rather the seller pay this tax, not the buyer.
Nevertheless, this very idea of tax is uthopic. I'm just hoping for a way to finance the EnR ...
