As I understand it, it turns by gravity. A band is either released or tense depending on its exposure or not to the sun. The released band causes an eccentric mass, which induces rotation.
Regarding the inclination of the sun, it is always possible to place a mirror below to reflect the sunlight on the bands passing down. This should improve the operation anyway.

Yes, it is by deformation due to the "pulling" of the bands exposed to the sun.
The center of gravity moves thus causing the rotation of the system.
From where :
=> flexible central core
=> speed proportional to the quality of the dynamic balancing !!
=> Stretch the bands well before fixing them
