What they call efficacy is only the appearance of antibodies which multiply as the vaccine infection progresses and settles, ie the 14 days in question. But it is the same process for the natural infection of the virus which requires the same latency period.

Yes, it is known that in the first 14 days after the first injection, the vaccinated are very fragile.
