Sorry but you're wrong a) it will balance ... well it will go in the direction of equilibrium (the counter torque on the frame, so the floats, is reversed compared to the engine torque) and b) it's not a wheel over the water (shitty, no watt) ... so c) yes need pressure = the fall!
