I don't know if it's as binary as that, but I know that Gadafi had no public debt (or a few % of GDP)...but it's certain that the USA won't let a non-dollar quotation pass. ..yet they are doing everything for Russia to do it !!!

They are warlike criminals ruined by 30 trillion in debt, war is their only option today!!
