Hello, it seems to be intended to cause voltage drops in industrial systems of a bygone era, with a lot of losses by Joule effect. Kind soft start of a powerful engine.

This is the most likely explanation. What surprises me is still the impeccable condition of these resistors, as if they were recent, while the power electronics in relation to what one can imagine of these resistors (10 - 30 KW? perhaps more over short periods of time), it has been mastered since the end of the 1980s.
