In the 2000s, the sale of LPG was prohibited if there was no pump attendant.

You could have gas pumps, ok, but not LPG, and oil.

In the 90s, in Belgium, you could fill up your diesel directly with oil (not cool for the injection pump over time), it was not authorized, but not strictly prohibited either....
I have more exactly the prices at the time in mind, but it was between 2 and 4 times cheaper for kerosene than diesel.

it unclogs the injection, but kills the pump...
