Vmc window ventilation strips and vacuum

Hello I just bought a small apartment distributed as follows: reception hall with kitchen and pantry on the left and opposite the living room on the left of the living room behind the kitchen is a corridor which leads to the wc and shower room
The boiler is a vmc gas boiler leaned to the duct
The cellar has a mouth of vmc as well as the wc and the shower room
There are vents in the cellar and living room only
The problem is as follows when I am outside in front of the door there is a huge noise like an airplane turbine I barely exaggerate
The ventilation bars let in a lot of cold air and I can't block the vmc
Sensation of constantly entering cold air and rejecting hot
I installed a curtain to cut the air from the front door but it flies away
The neighbors above have the same problem but not the upper floors ...

I do not know if there is a general vmc in your apartment, but as for that dedicated to the extraction of burnt gases, it would be desirable, it seems to me, that the entry path is as close as possible of the device, it would avoid cooling the entire housing ... Indeed, you should know that to burn 1 M3 of gas, you need (from memory) 10 M3 of air, which is not nothing. Can you tell where the noise you see outside your door comes from? Could it be the flue gas outlet?

As soon as we open the front door or a window the noise stops I think it is created by the air depression it does not come from a particular point
The kitchen sheath serves the wc and shower room
The drawn sheath does not exist
The cellar vmc is located above the garbage chute
The vmc is common to the building and there is no switch or circuit breaker to block it

Thus, it is clearer for me: the noise is related to the speed of the air, it can therefore result from too narrowly sized entry vents or, which is much more likely given the discomfort due to the volume of cold air, too high general CMV flow (probably a model unsuitable for the volume of this apartment *). This is what you should check first with someone who is technically competent (and serious!).

* I have already noticed a number of "fantasies" in the installation of VMC! : roll:

The vmc box was rebalanced on 26.12 at 130 pascals by the ste in charge of the annual maintenance of the vmc and the heating
His solution? Block the vents in part ...

I see! : roll: obstructing the air vents partially means increasing the value of the depressurization (if we can say ...) and risking problems with the boiler (not to mention the danger for people! : Evil: ). What matters is not only the value of the vacuum, but also the volume of air circulated per unit of time: if it is too large it is discomfort and waste, if is too weak, hello mold!
Normally, balancing devices are located on the VMC block, at the start of the suction ducts, but I doubt that there is a way to play on it ... because, as specified, it is more for balancing between ducts than for global adjustment ...
Otherwise, it might be possible to slightly decrease the speed of the general VMC turbine with a beast variator and thus adjust the quantity of air admitted?
