Garden irrigation pump

Hello,

I have just moved into a house whose garden is equipped with an irrigation pump connected to a well. Everything worked very well for a few weeks, knowing that I regularly unplug the pump when it is not in service for reasons of noise and energy saving ... However, recently, when I connect the pump, it stops after 5-10 seconds and I can not irrigate the garden. Is it due to having unplugged it after each use?

is there a non-return valve at the bottom of the column?
