Part of the state in the capital of EDF: the law says?

Hello,

I am a student in economics, and I cannot get my hands on the texts concerning the opening of EDF's capital to the private sector.

I know that the opening has been made up to 13%. And after ?

Does the law (European Union) provide that the national public monopolies will be privatized 100% in the long term? Or can the State remain a 51% shareholder?
