These are indeed lamps with battery, initially with solar panel (ridiculous size, probably 5W panel) and to be placed outside. I wanted to place some in my garage, I took the cheapest ones, so this model.
By placing the PV on the roof, facing south, if you don't go into your garage too often, the 1.8 Ah battery should ensure...

The panel is the same: 5V/1,3W
To answer izentrop, given that no spec is given on their page, I measured with an ammeter.
On 12V and plugged into a cigarette lighter, it draws 0.33A (12*0.33 = 3.96W).
Risky and doesn't mean anything, maybe it's battery overload current.
