It’s a subtle nod to the superb government:
The Chinese show that they preserve their pandas. And if USA-China tensions degenerate (Taiwan), Washington could take advantage of keeping them, as a stupid sanction.

But Chinese subtlety, in the event of an extreme confrontation, Washington is not safe from a bomb.
