Well, for the spark.

If the device had just turned and the capacitor was charged.
At first, it completely bypasses the condo, and it drops to zero.
Normal!
But during the period of time before it restarts the machine by hand, we see the voltmeter go from 0 to 0,01. One can think that it is the apparatus which is badly regulated.
But immediately it goes to 0,02 and even to 0,03 V ...? ? ?

Is there a possibility of returning from the circuit? As for a self?

Or else it's bogus.

Well it may depend on the electromagnetic environment, my multimeter with just a "neon" lit gives up to 17 mV and this measurement varies simply because of the presence of my hand more or less near the cables, the simple fact of them courcircuiter resets the counter to zero, but as soon as you stop bypassing it goes up a little.
