compensatory solution or rainwater collector

Hello everybody
I am having a house built in a town where the subdivision regulations impose a compensatory solution of 9m3 (the goal being to store and then dump everything into the sewer after the rains)
Can you help me clarify several points?
- then use this basin as a rainwater collector?
- can I bury a plastic solution, and put a parking lot on top?
- how much can it cost?

it is normally forbidden to discharge rainwater into the sewer network !!

yes, but if it is an open-air basin, it will only be for watering.

to be confirmed by your developer, but normally yes, but the parking space above = no!

- how much can it cost?

no objective answer to that, it is so variable .. !!

- in addition to the previous answer, rainwater that can be used for domestic use must come from roofs (with the exception of fiber-cement or tar-schingel roofs) and therefore no runoff by definition contaminated . Hence the difference between retention and recovery.
- no problem to bury a HDPE tank, it is even essential for the quality of the water (its preservation) and you can put a parking lot on it provided you pour a protective concrete slab.
- variable cost depending on the size but to provide for 9000 liters with earth moving included about 8000 € before tax credit. This includes the rainwater pump / tipping station / public network (in case of low tank level, blower tank and various filters, earth moving is also included.

Can you tell me the name of the city that imposes these vats? I study changes in the sustainable development approach depending on the region and the attitude of the municipalities is very significant in this regard.
