Like any big industry the key word is not the quality of the water but rather the quantity of money I imagine ...

But the most sure is that the municipality or the equivalent at home manages the thing itself ... here in France I do not think I am wrong when I say that all the city or municipality that have taken over the water service to their charges were winning on all points ... and especially on transparency, chemical and monetary ...
Fortunately, as far as I know, it is run by cities everywhere and it is better that way!
I who am not for the state to manage everything, this is an area where there is no doubt about the importance of managed internally!
Besides, I am not against the ability of cities to do it themselves as long as there is competence and efficiency and that it is not the worker sitting on his donut without competence and without will protected by his skills which screw everything up like that it's too often seen!
But fortunately we see an improvement in the skills required for a job in the public sector, in short it is not the brother-in-law who has priority unless he is competent of course he will have an advantage!
