Okofen PES 1 boiler setting

Hello,
I have just bought a house of approximately 180m2 equipped with an Okofen PES 15 pellet boiler with external silo and without production of domestic hot water which is an unconnected solar heating system. I live on the Var coast and I started the heating a fortnight ago the outside temperatures are variable between 5 ° C at night and 18 ° during the day with sun and 14 ° on gray or rainy days. I have a very excessive temperature in the house, there is no interior sensor (room thermostat) and the few radiators without thermostat are very hot. The entered instructions (T comfort, reduced, etc.) have no effect. The outside temperature sensor correctly indicates the temperature and is correctly located on the North gear. I tried to adjust the water curve but the results are not convincing, the boiler still produces water at 70 ° and the only way to stop the production of hot water from the heating circuit is to put the boiler paused ... I called the regional manager of Okofen since the heating installer did not deign to come and his diagnosis is that there is no three-way valve and therefore that the boiler always heats the water to maximum.
He intends to install this valve and an interior sensor system to manage the temperature according to our instructions, cost about 500 €.
Is this solution relevant and efficient? For me not a specialist at all, the three-way valve is used to distribute the heat between the heating and the domestic hot water but if I understand correctly the remaining channel is used to loop the water at the end of the heating circuit in the water outlet installation hot heating to avoid overheating the water, therefore modulating the demand for heat production?
According to him, if only one indoor sensor is installed, the boiler will always produce water at maximum, the temperature setpoints will have no effect.
