The wall is a non-deformable structure, which is not the case when colliding with another vehicle; I suppose that the respective impact calculations lead to these precise figures. Besides, a perfectly frontal collision, therefore with a rectilinear trajectory, should hardly be observed: there are effects of deviation and sliding.
