Labeling of the public service for the collection of household waste: strong increase in labeled communities between 2009 and 2010!

Between 2007 and 2010, the QualiTri and QualiPlus labels were awarded to 197 communities which decided to adopt a quality approach for their collection service. The year 2010 alone represents more than 46% of labeled communities and demonstrates the requirement of the latter on the service delivered to citizens.
Two labels for a quality approach
ADEME and Éco-Emballages have implemented the QualiTri and QualiPlus labels to improve the overall quality of collection services with the following objectives:
• promote the optimization of the collection service
• strengthen local animation
• capitalize on experiences and collect good practices
Labeling is a voluntary process offered to local authorities of more than 10 inhabitants with "collection" competence.
The key figures of this fourth edition 2010:
- 118 communities have submitted an application
- 99 of them were subject to an on-site audit
- 91 have been selected by the National Labeling Committee to receive a label:
- 68 communities are awarded the label to QualiTri
- 18 communities receive the two labels QualiTri and QualiPlus
- 5 communities, already labeled QualiTri during a previous edition, have access to the QualiPlus label.
2010 was the year of the revival for the Labeling, after two years when the number of candidate communities was decreasing, often for external reasons (electoral deadlines, economic crisis ...). Between 2009 and 2010, the number of labeled communities was multiplied by 3,5!
But above all, 2010 was an unprecedented year with regard to the quality of the files: 77% success rate, constantly increasing since 2007. This testifies to the increasingly precise knowledge by the communities of the criteria required the allocation of labels, which suggests that a large number of them are waiting to put their collection service in order before applying for the labels.
As a direct effect of the rise in the level of local authorities, the number of communities labeled QualiPlus is multiplied by 4 (from 7 to 30), and 15% of the candidates obtain both the QualiTri and QualiPlus labels during the same edition!
