Part of Belgium plunged into darkness next winter. A scenario that was still inconceivable a few months ago and yet could occur if the country were to face an electricity shortage. An emergency plan has also been drawn up and sent to the municipalities. But the governor of the province wants to be reassuring: there is no need to give in to panic.

Blackout threat: are you in an area at risk of shortage?

Interior Minister Melchior Wathelet on Wednesday released the map of load shedding areas to provincial governors. The national territory has been divided into a series of zones. If there is load shedding this winter, it will start in the category 6 zones located in the provinces of Liège, Hainaut, Walloon Brabant, Limburg, Antwerp, Flemish Brabant and East Flanders. Each zone represents a consumption tranche of 500 MW.

This card, drawn up in accordance with a royal decree of 2005, mentions the low and medium voltage cabins which can be unloaded manually. Part of the territory, especially large cities or places where Seveso-classified industries are located, will not be impacted.

How should we read these tables?

First, check in the table corresponding to your province: is your municipality mentioned?

If your municipality is not listed in this table, it will not be affected by this plan so it will not suffer a possible power cut in the event of load shedding. If it is there, it is likely that you will have no more power during these load shedding periods (periods of 2 or 3 hours usually scheduled between 17 p.m. and 20 p.m.).

For each municipality mentioned, the electricity distribution cabins are notified. The number of cabins which will continue to operate are mentioned in the penultimate column entitled ("except load shedding plan").
 
The higher this number, the less your municipality will be subjected to these periods without current. Note that all the cabins mentioned in the load shedding plan, may not be cut during the same period. They will be in turn.

Objective: avoid load shedding 
 
The load shedding will be alternated. If a load shedding has already taken place in a category, the next load shedding will take place in a subsequent category, going from 6 to 1 (see the maps of the different zones at the bottom of the article). The Minister reiterated that everything would be done to avoid load shedding, that is to say the shutdown of the power supply for a limited period, in principle two or three hours between 17 p.m. and 20 p.m. “Everything will be ready to avoid this load shedding. This is our primary mission and the initiatives taken in recent years are very important. If all these initiatives had not been taken, it was sure that there was a load shedding. 'hui, it is not sure ", he affirmed while evoking the strategic reserve of 850 MW, the capacities of interconnection and the fines which will be imposed on the producers who would not have foreseen enough electricity for their clients.  
 
 
Procedure started 7 days before a shortage 
 
A procedure will be initiated 7 days before a shortage is likely to occur. It will be coordinated by the FPS Interior and the FPS Economy and, the day before the shortage, the crisis center will coordinate the measures to be taken. Crisis committees will also be set up in each province. A possible load shedding will also depend on the attitude of citizens. A number of very simple actions such as completely unplugging a television, turning off the light when leaving a room, using low-consumption light bulbs or even removing the plug from a charger mobile phones will be useful. "The more citizens behave responsibly in their electricity consumption, the more we can avoid this load shedding," assured Mr. Wathelet.


"It is possible that some trains do not run" 
 
Work will continue to settle certain practical points, for example for the railway. Some trains may not run, warned the chairman of the Governing Conference, Lode De Witte. Contacts with company federations will also continue. To date, the point of compensation has not been discussed.

Thank you for this reminder, I still have the impression that it's always the "little ones" who clink glasses ... but hey it's not new and it's not about to change!

Must say that network managers do not grease enough (irony) : Mrgreen: at 0.25 € / kWh in the province of Luxembourg, we have one of the most expensive electricity in Europe!

In any case if the blackout (s) arrive (s), let's hope that people will be more conscientious and attentive to their electricity consumption!

All the rhetoric about "voluntary simplicity" and "happy frugality" should not be misled and unfortunately suffers from an original ambiguity, whatever the sincerity of those at the origin of these formulas.

Indeed, beyond mass consumption is looming a new era in which the limitation of resources will make those who have everything today, manage to support this kind of ideology, for the sole purpose of retaining their privileges.

The austerity policies already in place are indicative of this promising trend (sic).

The manager of the Electricity Transmission Network (RTE) forecasts that the balance between electricity supply and demand will be ensured during the winter of 2014-2015 despite lower margins than last winter.

Electricity consumption should therefore remain stable, while the forecast availability of the generation fleet this winter will be lower than last winter.

France will be able to resort to imports to cover morning consumption in January, however the export capacity will be sufficient to be able in particular to provide assistance to Belgium in the event of difficulties.

Under normal weather conditions, electricity supply and demand will be balanced this winter. Margins, however, decrease, due to the drop in nuclear and thermal electricity production, by around 2 MW. This is explained by the lower availability of the nuclear fleet and by the closure of certain thermal power stations (fuel oil and coal) which no longer meet European standards.

The forecast supply-demand analysis of electricity also reveals a slight increase in consumption during the morning and evening peak periods compared to last year. The peak consumption for this winter is estimated at 84 MW in January 800.

The export capacity will be sufficient throughout the winter period, in particular to be able to respond to any requests from Belgium.

To provide assistance to Belgium, if necessary, but also in the event of tensions on the French electricity transmission network this winter, RTE will be able to use various means, including erasing the consumption available with the adjustment mechanism. Market players will also be able to use the NEBEF system, a mechanism allowing customers to value demand response on the energy market.

This winter, electricity imports will be necessary in January only to cover needs during morning consumption (up to 1 MW).

In the event of a large cold wave (with temperatures 6 to 8 ° C below seasonal norms), RTE's analysis shows that the import levels necessary to cover the increase in consumption could reach 4.300 MW at the end January. This will remain compatible with the import capacities of the French electricity network.
