I already stayed in Tenerif (which is the largest island in the archipelago) and already at the time (in 96) a good part of the south of the island was covered with wind turbines. And on almost all the roofs of the houses there was a solar water heater
I believe that the desire to be autonomous dates from a long time ago in the archipelago.

And then El Hierro is really not a big island; I think that the objective of 100% electric including transport is easily achievable, even with current technologies.
