The observation. According to the World Health Organization, air pollution is responsible for more than 30 premature deaths in France and 000 in Europe each year. Main defendants: fine particles. According to the National Institute for Public Health Surveillance, 300% to 000% of cancers are linked to environmental factors. The second national health and environment plan 5-10, adopted yesterday by the government, is endowed with 2009 million euros.

Ecological black dots. This is the heavyweight of the plan (207 million euros): the identification of areas where overexposure to toxic substances are observed and a strengthening of the management of polluted sites.

Research. € 124 million must be allocated to Research to work on emerging health risks, particularly at work.

Air and water pollution. The objective is ambitious. Reduce by 30%, in five years, the emissions to air and water of six well-identified toxic substances: mercury, arsenic, aromatic hydrocarbons, benzene, perchlorethylene and PCBs.

Women and children first. More recently, the strengthening of controls on substances and articles intended for children and pregnant women. An air quality monitoring campaign in 300 schools and nurseries will be launched from the start of the school year and will continue until 2012. The identification of nurseries and schools built on polluted soils must also be carried out.

Improvement of indoor air. The assessment of toxins present in our habitat was one of the concerns of the 1st plan, launched in June 2005. An observatory of indoor air quality had even been created.

We are reaching more concrete measures. Several substances classified as carcinogenic, mutagenic or reprotoxic by the European Union, will be banned from construction and decoration materials. In the same vein, from 2011, the rate of emission of volatile organic compounds and formaldehyde must be indicated on the materials.

The danger of formaldehyde (in lacquers, paints, insulating foam ...), very present in the everyday environment, is increasingly pointed out by specialists.

The Particle Plan. Expected since the Grenelle of the environment, the Particle Plan has been retouched two to three times, because, according to the Secretary of State for Ecology, Chantal Jouanno, "it was not up to the challenges". The French plan adopts a target objective of maximum concentration in the air of 15 micrograms / m3 of fine particles in 2010, ie 30% less than the current rule. Rate which would become mandatory in 2015.

A wishful thinking? One of the priority objectives of the first plan: reducing by 30% the emissions of fine particles from the road sector by 2010, will not be met. In addition, the particles born from combustion (wood, fuel ...) sometimes have a distant origin. In fact, since 2000, the level of fine particles has remained stable in Paris, despite the actions taken on exhaust pipes and in factories. Airparif is preparing a study of particles in Ile-de-France, in order to estimate and compare the share of particles of continental, regional and local origin.

Low emission level. Also under study, the creation of "low emission zones" in agglomerations where frequent peaks are recorded: free public transport, car parks on the outskirts of the sector, speed reduction ... The plan plans at least five zones, within five years. To monitor.
