IMF revives idea of ​​eurozone budget

The International Monetary Fund calls for the creation of a fund to finance structural reforms in the euro area.

Christine Lagarde, Managing Director of the IMF, announced that this euro zone development fund would only be accessible to countries that respect the budgetary rules of the European Union set by the Stability and Growth Pact.

According to her, countries should pool their budgetary reserves in a common fund which could be used to finance projects and operations in exchange for compliance with the Stability and Growth Pact and their commitments in terms of structural reforms.

According to her, the latter play a crucial role in order to accelerate growth in the euro zone and make its economy more resilient to shocks and fluctuations.
New centrally funded initiatives could help reimburse initial spending on implementing structural reforms, says the IMF report on the economies of the 19 eurozone countries.

During the press conference following negotiations with the finance ministers of the euro zone, Christine Lagarde stressed that the new fund could finance projects related to immigration, refugees, security, energy and climate change.

The idea of ​​creating a euro area budget was first mentioned in November 2012 in a report from the European Commission on economic and monetary union, only to be rejected by new reports on the future of the eurozone written by several European institutions. Germany and its allies believed that there was no point in providing countries with funding to encourage the implementation of reforms that these states should in any case carry out for their own good. What is more, some countries were simply obliged to launch reforms in accordance with European legislation.

Germany, Estonia and Luxembourg are the only EU member countries to post a budget surplus since 2014. According to the Director of the IMF, the unification of budgetary resources could constitute a good outlet for this surplus.

Christine Lagarde therefore calls to grant this surplus to other countries.
