Germany and its allies believed that there was no point in providing countries with funding to encourage the implementation of reforms that these states should in any case carry out for their own good. What is more, some countries were simply obliged to launch reforms in accordance with European legislation.

Germany, Estonia and Luxembourg are the only EU member countries to post a budget surplus since 2014. According to the Director of the IMF, the unification of budgetary resources could constitute a good outlet for this surplus.

Christine Lagarde therefore calls to grant this surplus to other countries.
