It is unique in France: the community of communes of Mené, in the center of Brittany, has bet on energy autonomy. A bet that has absolutely nothing utopian.

Tractors that run on rapeseed oil, heat networks to heat homes and buildings, a wind farm, an anaerobic digestion plant that will soon come into service, low-energy constructions ... No, we are not in Germany but in the center of Brittany, on the territory of the community of communes of Mené, between Loudéac and Lamballe. Here, we did not wait for the Grenelle of the environment to embark on energy savings. Since 2005, this small rural community of seven municipalities and 6.500 inhabitants has taken charge of its energy destiny. “We had a lot of resources that we didn't use. Our idea was to reduce the energy bill, while keeping this windfall on the territory ”, explains MichelFablet, the president of the community and mayor of Gouray. A bill which amounted, nevertheless, to some 11million euros. From the start, it was decided to exploit the maximum of resources: wood, wind, sun, biomass ... "This is the originality of our project and what makes it unique in France", emphasizes Jacky Aignel, the mayor of Saint-Gouéno. The oil mill was the first achievement to emerge from the ground in February 2007. With a capacity of 1.500 tonnes per year, it provides fuel for sixty farmers, which has the advantage of having a price that does not move: 40 cents. "When we launched this project, we were singled out by the oil lobby but we demonstrated that it works," observes Marc Théry, project manager for the community of municipalities.

Three times cheaper

Another project that has now become a reality: heating networks. Three boroughs already have one. In Gouray, all public buildings and around thirty dwellings benefit from this heating method. 4.300m² in total. "It is three times cheaper than fuel oil and we completely control the price of fuel," says Marc Théry. A platelet supply chain has been set up. Only the resources of the territory are used. Energy autonomy obviously also requires the production of electricity. Wind power should eventually produce 70 gigawatts / h. On this side, no problem, with a long line of ridges, the territory benefits from very good conditions for an optimal yield. A third of the park will be owned by the local population. Another energy source will soon be available with the biogas plant which will be commissioned this summer. An investment of 14million euros in which 30 farmers participate and which will treat 35.000 tonnes of slurry.

An energy efficiency sector

This progressive but resolute march towards energy autonomy is also and above all for this territory the means of promoting, alongside the food industry (more than 2.000 jobs), another mode of economic development. To get out of the mono-industry. "We want to create an energy efficiency sector", assures Michel Fablet. In the brand new business incubator - a low-consumption building with futuristic lines - four small companies specializing in energy have already set up. The award of excellence received at the national conference on territories and renewable energies is an encouragement to persevere in this direction.
