It was, basically, a will of Europe and of the manufacturers who wanted to reach 140 g / km, which will not succeed in 2008, but there was no constraint, just a wish.

From there, the European Commission decided to impose a limitation legal to 120 g for 2012, which was raised to 130 g after the German manufacturers' sling ...
