Two solutions:
the network is filtered and monitored: we play noughts and crosses too bad.
the network is free to access:
a NICE email to the network administrator solves the problem.
Why the works council?

You're probably right André, nevertheless, in France, a law and an organization (the CNIL) are supposed to protect employees against this type of practice.
As much the filtering of certain sites is not prohibited, so the reading by the employer of the mails of one of its employees is not authorized without valid reason. Of course, there must be companies that get around the law; but if they get caught, it can cost them dearly ...
