France and the “rare metals” scam
CHRONIC. The concept of “rare metals” has imposed itself in the debate, especially in France, instead of those of “strategic metals” or “critical metals”, rigorously defined and used internationally by the mining and metallurgical sector. The recent appearance of this fake news went hand in hand with the switch from the heat engine to the electric motor. By Didier Julienne, President of Commodities & Resources (*).



I was recently invited by the Center for Analysis, Forecasting and Strategy of the Ministry for Europe and Foreign Affairs (CAPS) to a round table on "France faced with the demand for critical minerals and the instrumentalization international "scarcity": what dependencies? »

Here are my thoughts on the question.

At the beginning of 2012, more than 10 years ago, I was invited by the Institut de France and I announced for the first time in Europe to its academics that the world was switching from a dependence on hydrocarbons to a dependence on metals. But I didn't expect at the time that this announcement would cause so many hoaxes.

In other times, the train was accused of souring cows' milk, the telephone of attracting evil spirits, the light bulb of causing blindness, the radio of making rain fall, snow of causing drought.

Today, the fake news of "rare metals" will have tried to demonstrate that the electric car will destroy the earth because a Prius polluted more than a Hummer, that the "green car had a red battery", that 225 tons were needed to produce a battery, that an electric lignite excavator in Germany was transformed into a lithium excavator in the Andes and, whereas 100 years ago the petrol car was accused of being reserved for the rich, today the electric car is accused of the same evil.
Three categories

All these legends were fake news, because "rare metals" do not exist.

Since my first steps in the strategic metallurgical industry, I classify metals into three categories.

An abundant metal was sought and discovered by a dynamic industrial fabric and an inventive diplomacy. Then a range of technologies turned out to be appropriate for extracting it from the ground, refining it and, thanks to eco-design, for consuming it in decreasing unit quantities and increasing uses. Finally, it is recycled. If any of the previous stages fail slightly or temporarily, it can become metal sensitive.

It will become critical metal if there are high and geological risks of supply deficit compared to demand because there is no scientific breakthrough opening up solutions for substitutions. It will also be critical if there is no more natural resource diplomacy that promotes access and increased mineral production. But again, if the unit quantities of metal to be recycled become so low that the recycling will fail because the latter will not have a good yield and it will therefore be very expensive.

However, this metal will be critical in one industry but not another, in one country but not another, and that changes over time. Platinum will be critical in the ion exchange membranes needed to operate fuel cells in hydrogen vehicles, but not in the 100% electric car.
Supply and demand balances

Prudent, the producer or the consumer with a long memory will regularly wonder about the supply and demand balances of these metals, otherwise the danger is to freeze the abundant or critical character, without temporal dynamics. Moreover, if a metal is the by-product of another metal, the observation of the equilibria of the latter is essential. The South African chromium used in steels is a by-product of PGMs, so its production momentum will be subject to demand for platinum in catalytic converters, jewelry or hydrogen mobility rather than its own consumption in steelmaking .

A strategic matter is political. It moves away from geological or market criteria. It is an essential resource for the sovereign missions of the State, for national defense or for the fundamental political ambitions of a consumer or producer country.

Iron ore is abundant, but it will have been very strategic for China and its steel production for its urbanization policy.

Since the war in Ukraine, all metals have again become strategic, as they are consumed in the arms industry.

If the last two notions critical and strategic merge, that is to say if geology and politics merge, this will lead to two phenomena. On the one hand, a destruction of demand, since the metal is “unfindable” and its price high. On the other hand, a competitive consumption is essential, that is to say a political and economic competition between different consumptions of this metal which requires that the producer always chooses the consumer closest to his own strategic objectives: this choice is generally up to the State, which gives priority in the first place to its national industry. Here again, the invasion of Ukraine is revealing: Russian gas is in competitive competition.
The role of the Texas pro-oil lobby

In this hierarchy, no mineral or metal is classified in what the media or politics have ignorantly called “rare metals”, because this category does not exist. Its appearance since 2017 is only the result of environmental and conspiratorial fake news promoted to counter the electric car. Funded in millions of dollars by a Texas pro-oil lobby, its creators deliberately mixed the rare earths that exist but were under the Chinese news spotlight, and the “rare metals” hoaxes. Relayed in France with complete impunity, the infox was intended to discredit the mine, its jobs and trades, then the refining and metallurgical plants and finally the electric car, considered dangerous by the Texan lobby.

The “rare metals” hoax is the intellectual scam constructed to counter the electrical transition. It is anti-science and climato-skeptic nonsense par excellence. So yes, as the question from the round table indicates, the rarity of “rare metals” is an instrumentalization, it borders on a conspiracy and the twisted means it has used are known, but remain to be revealed.

In addition, 2022 demonstrates that the party is over for "rare metals" and their promoters since the war waged in Ukraine by Russia, the world leader in many metals, did not trigger a war over "rare metals", but a gas war. Russian nickel and aluminum exports have indeed increased between March and June 2022 to Europe by 22% and 13% respectively, and to the United States by 21% and 70%. As for China, its rare earth exports increased by 6,3% in 2022 compared to 2021.

This highly nuanced introduction to the purpose of discrediting metals fake news was necessary, as it parallels the reality of the electric transition metals industries. The latter demonstrates in fact that "rare metals" do not exist.

I note that thanks to efforts and education, the opening of a lithium mine in France is on the right track. Lithium is an abundant material in the earth's crust, there is some in France.
Rare earths are no longer essential

Rare-earth-free permanent magnets free the electric motor industry from Chinese hands. This discovery also had the rebound effect of freeing the industry from overconsumption of copper. Rare earths which are therefore not rare are no longer essential

I experienced in my companies a division of platinum consumption by 6 for the same product and in other tools a gigantic quantitative change linked to the replacement of massive platinoid alloys by electroplating. Progress means saving metals and not the other way around.

In 2022, automotive catalysis consumes 30% less platinum than in 2012, but the same amount of platinum is recycled as in 2012; while it consumes 25% more palladium and recycles 50% more than in 2012. The recycling of electric car batteries, which is already operational, will also continue to progress.

Elon Musk preferred the battery car because its energy efficiency is 3 times higher than that of the hydrogen car. The latter has no future without overabundant electricity, on the other hand it is interesting for highly carbon-intensive transport: maritime, rail or heavy goods vehicles,

As I announced 9 years ago, Germany is returning to nuclear power and the gas failure in Berlin is the powerful engine that puts Parisian nuclear back on its trajectory traced 50 years ago. Discussing the nuclear circular economy in France is therefore no longer prohibited since some have listened and understood that the stock of “nuclear waste” stored in the Manche department will be the fuel for the closed circuit of tomorrow. It will be burned and destroyed by producing autonomous and sovereign electricity for 5.000 to 10 years, without recourse to mining uranium or waste, thus comforting the ecologists. The future of nuclear energy is indeed in the circular nuclear economy before evolving towards nuclear fusion, the energy of the stars, the advent of which has recently accelerated.

The manufacture of cultured diamonds in France, China or the United States as a replacement for natural diamonds is a scientific breakthrough that will have applications in quantum technologies. Diamonds themselves are not rare and new techniques allow technological progress.
A phone on wheels

Some denigrate the electric car by likening it to a telephone on wheels. It's a pitiful comparison when you think of the phone of 2022 compared to the cell phones of the 1990s. They are smaller, more efficient and less greedy in metals, the electric car will follow the same path: lighter, more efficient , more independent.

Its batteries were indeed charged with cobalt, then with nickel, today the LFP battery without cobalt or nickel is charged with abundant materials. It is also deployed by Tesla, Toyota, BYD, BMW... Note in passing that this sovereignty technology patented at the CNRS by Michel Armand was sold by... the CNRS and that it is... China who developed it and then deployed it internationally as soon as the patent rights fell on September 21, 2021. Technical progress, with batteries without lithium, but sodium and manganese, will further lower the cost of batteries. There is therefore little doubt that the production of electric vehicles will meet the demand for the ecological transition at affordable prices.

The "rare metals" do not exist, the industry demonstrates it and just like the deciphering of its origin going back to Texas oil.

I have long wondered how French politicians acted under the influence of such fake news. The answer is that he is acting pretty badly. He was fooled by the antics of communicators under the orders of "rare metals", clowns blinded by oil money or an infantile desire for notoriety. Without any professional metallurgical or mining experience, the latter agitated and repeated without understanding the results of biased studies financed by millions of Texan dollars, such as that opposing the Prius to the Hummer.

The civil servants of the European Union have meanwhile been intoxicated ad nauseam by the scam, in particular because they have integrated into their teams “rare metal” moles. These communicators, camped in the same antics of static communication, have freely made their harmful influences prosper in Brussels, while industrial Europe is counter-intuitive and dynamic.

Is this why a state of mind removed from reality and anti-science will have been so much noticed in our administrations and in Brussels? It is without a doubt to answer this question that we are gathered here today, because the CAPS and the ministry are rightly wondering.

To conclude, the fake news of “rare metals” looks more and more like the endless discussions on peak oil on the supply side, when it was necessary to anticipate peak oil on the demand side. Another truth hidden from the political staff by this scam: if the industry is hampered by restriction, embargo, war or hoax, it does not remain in a static clowning, but it breaks free in three phases: Crisis, Innovation, Substitution.
Industrial delays

The crisis is the direct consequence of the “rare metals” scam. It is our industrial delays in the energy transition that require reindustrialization and the social breakdown linked to our procrastination in electric mobility. Innovation and substitution are the use of more abundant natural resources or in smaller quantities which will limit the interest of lists of critical metals.

The rarity of “rare metals” was indeed an instrumentalization, a swindle, an intoxication.
