Fortunately, there are associations that take the problem head on and get involved because for the government it is "repression, punishment" and for most parents it is "total ignorance of the problem and slaps in the mouth". Historically, we have seen that prohibitions lead nowhere and that teenagers defy prohibitions rather than do as their parents did.
