This document proves precisely the opposite: They made their decision on the basis of published scientific data. Whether they emanate from their department or others does not change anything.
All the treatments that are used in each entity have not been evaluated by each entity but only in some and once the results are published and evaluated, a consensus emerges. It would not be ethical to repeat trials endlessly when the evidence has already accumulated elsewhere.
