As long as we stay at a fairly detailed level, it is quite consensual, but we already see emerging big pitfalls (RIC, ISF, ...).

I agree, that's basically the essence of the problem.
The concern is that the phenomenon of economic coalescence, driving rural desertification then conurbation is a subject that exceeds very, very, very largely the power of our politicians.
For more than 30 years our leaders aim only at one thing: to disengage the state ... and at the same time we expect from them solutions to all our problems.
The point where it becomes annoying is that our leaders pretend to be able to respond to the problems while they tacitly assist the dismantling of public authorities.
The big debate is the Alps that will give birth to a shrew ...

And when you read right here, on this forum, that there is a lack of cultivable land, there's something to laugh about, failing to fling oneself ... Come and see in 04, 05, 83 everything that was exploited and that is now abandoned. ..

it is also valid on the high plateaus of Arvernes, there are no longer enough farmers to make good use of all the hectares.

That said, there is also an artificialization / urban destruction of a lot of fertile land, formerly exploited for good reason.
