Trump signed a document in the Oval Office on Monday ending U.S. participation in the Trans-Pacific Free Trade Treaty (TPP), hard-fought for years by the Obama administration.

The treaty, seen as a counterweight to China's growing influence, was signed in 2015 by 12 Asia-Pacific countries representing 40% of the global economy, but has not yet entered into force.
The treaty has been signed by 12 countries: Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, the United States and Vietnam.
The Mexican President also announced that his country will begin bilateral negotiations "immediately" with the TPP signatory countries.
European Trade Commissioner Cecilia Malmström said Monday "more important than ever" the free trade agreement signed by the EU with Canada, CETA, in the face of protectionism advocated by US President Donald Trump.

MEPs are due to vote on CETA on Tuesday morning, paving the way for a plenary vote by the entire European Parliament on 15 February.

The article you are quoting does not speak of a universal income but of a minimum subsistence income, a kind of Indian RSA.
What is more, it is difficult to extrapolate the case of India to that of European countries, especially since in the cases cited it is a fairly local measure.
