This humbug has been going on for some time.
If it was so interesting, we do not see why the states concerned should not make thermodynamic solar, PV, wind power, first and foremost to cover their own needs. Some do, notably Morocco.
The day when they will have "too much" renewable electricity, it will be time to think about possibly developing new interconnections.
But by then, the roads to Europe (Spain, Italy, even the South of France) will already be largely "congested" with solar PV.
It's a stillborn concept.
