Japan: the entry into force of the new standards for nuclear reactors will be advanced
TOKYO - The Japanese regulator of the nuclear sector will advance to 8 July instead of 18 the entry into force of new safety standards, which could also accelerate the restart of reactors, according to media reports.
Sector oversight members are due to meet on Wednesday to discuss the seemingly innocuous change, which would allow companies to submit earlier requests for reactivation of facilities.
To date, apart from two tranches (3 and 4 Ohi) that had been authorized by the previous government to be put back into service in the 2012 summer for about 13 months (usual time between two maintenance sessions), the 48 other reactors of the country are stopped sine die for maintenance and additional controls. These measures were taken as a result of the Fukushima accident caused by the 11 2011 earthquake and tsunami.

Budget cut at IRSN: "irresponsible" according to works council

The 10% decrease in the subsidy allocated by the State to the Institute for Radiation Protection and Nuclear Safety (IRSN) for 2014 is "irresponsible", believes in a resolution sent to AFP the works council of the IRSN, "the public expert" in nuclear risks.
The draft budget provides for a reduction of this subsidy of 20 million euros for next year, out of a total of 202 million this year, and a reduction in the number of employees corresponding to 36 jobs (full-time equivalent).
"We can see it clearly, entire areas of IRSN will be affected," worries the Institute's works council in its resolution.
"However, in a country where nuclear power is very widely present, where major efforts have been requested from manufacturers to raise the level of safety of their installation following the Fukushima accident, the implementation of which will have to be monitored, 'IRSN will remain in high demand, "all the more so as" the operating life of the power plants could be extended "and" the dismantling of nuclear installations will develop ", underlines the text.
Consequently, "the EC finds it irresponsible to reduce by such an amount the endowment of the body, which is the public expert in research and expertise relating to nuclear and radiological risks."
"This resolution wants to put the State in front of its responsibilities. If it persists in its desire to reduce the IRSN budget, it will have to assume full responsibility for the consequences", warn the elected officials of the EC.
Last month, the Director General of IRSN, Jacques Repussard, had explained to AFP that the government had included in this budget cut a requirement: that this does not affect the technical support that IRSN provides to the Nuclear Safety Authority (ASN), which represents approximately 80 million euros per year.
"It actually postpones most of the cuts to research (...) it amounts to erasing about 15% of IRSN research (110 million this year, editor's note), which is enormous", judged Mr. Repussard.
"Research is the resource of our expertise. We look at the bottom of things, we do not only review compliance a posteriori, that is not enough! The Fukushima plant complied with the requirements of the Japanese nuclear safety authority ... ", underlined the director of IRSN.
Delphine Batho said she opposed the budget cut when she was still Minister of Ecology and that the Prime Minister has decided against his opinion.
"The subject risked becoming explosive insofar as the government had committed, on May 30, to the National Assembly, through my voice, that the funding of nuclear safety would not be cut", according to Ms. Batho .
"I warned that we would not last three minutes in the face of a controversy over the decrease in appropriations allocated to nuclear safety. You know the rest ...", said Ms. Batho, ousted from the government on July 2 for having publicly challenged these budget cuts affecting his ministry.

700 Million Bq of Tritium Spilled in the Pacific by Tepco!
Dramatic !!! And we do not do anything!
Uh ... a little note though, this equates to less than 2 seconds of annual average discharges from the AREVA reprocessing plant in La Hague.
But our tritium releases are of good quality, nothing to do with the tritium adulterated produced in Asia ...

It's always good to have a comparison order when we talk about radioactivity!
But in this case I do not understand the: "2 seconds of annual average rejections"?
That would mean that the Hague rejects infinitely more Bq than Fukushima?

In tritium, yes.
This p ..... of tritium, we do not know what to do with it then we reject it in the waters and in the atmosphere because tritium is not (yet officially) a very dangerous radionuclide. Discharges are allowed.
The annual releases of aqueous tritium in the Channel by AREVA's La Hague plant are located around 10000 terabecquerels either 14 millions of times that of Tepco in Fukushima at the beginning of the month.
The annual maximum allowed in La Hague is 37000 terabecquerels, which is 53 million times that of Tepco.
