"oil" means everything and nothing
yes it is possible with more or less work, but not too energy efficient.
From ethylene, for example, by hydration in an acid medium; C2H4+ H2O CH3-CH2-OH
from longer chains, it's complicated, you have to thermocracker in CO + H2 followed by a catalytic synthesis.

That's correct, but the numbers have changed. Today it's ladle 25% beets, 35% wheat and 30% corn, 10% the rest.
