I find it particularly lamentable

when we have money we fill up with our big car and we have autonomy ... when we have a difficult end of the month (in the last 30 days) we put fuel in small doses and we are the first victim of this kind of problem

I had difficult periods ... my average shopping cart was rather 20 euro than 60 euro ... condition the purchase of fuel to what we bought seems to me really lamentable

not illegal! Leclerc is the owner of the land, the equipment and the product and can refuse access to them to non-consumers. The minimum level is another matter and there it may be "illegal" in the sense that it would be forced sale. However, it remains a way to favor its customers who are usually consumers and not non-consumers of their products who only come to the pump for fuel and not for their products because fuel distributors are only supposed to act as means of attract the barge to its shelves.

no one is forced ...

the rule is displayed, everyone is free to buy what they want where they want, and to fill up (or not!) where they want.

This thing is more in the idea of ​​developing good customers, while selling a little more fuel.

Imagine that you are almost dry and that there are no other pumps within a radius of 20 km: you are obliged to buy for 60 € of basket ... when you only need 20 € of petrol ...
