Without deluding ourselves about possible spectacular advances, it would seem that we are moving towards serious progress on GMOs. If we have at least that, the Grenelle will have been a good thing!

The French government is preparing to put a serious brake on the dissemination of GMOs (genetically modified organisms). As part of the "Grenelle de l'Environnement", it is preparing a freeze on the marketing of GMO seeds, while authorizing the continuation of laboratory research.
Jean-Louis Borloo, Minister of Ecology, Development and Sustainable Planning, entrusted it to a group of parliamentarians from the majority, whom he had invited on Monday, September 17. The minister confirmed it to Le Monde: "On GMOs, everyone agrees: we cannot control the dissemination. So we are not going to take the risk."
This decision is one of the elements which should allow Mr. Borloo to obtain a general compromise during the big round table of the Grenelle, which will be held at the end of October.
If this position is not yet official, it records the progress made within the framework of the GMO group of the Grenelle environment. This group, which is to meet again on Friday September 21, is chaired by Jean-François Le Grand (UMP senator from La Manche). It has already adopted the principle of a new law on GMOs, which will harden the cultivation possibilities and will regulate their authorization regime much more rigorously than today.
"I had several conversations with Jean-Louis Borloo, said Jean-François Le Grand. He clearly told me that there would be no moratorium, but that all authorizations are currently frozen and that we would prolong this situation until the law is passed. "
Nathalie Kosciusko-Morizet, Secretary of State for Ecology, explains to Le Monde: "The question of the moratorium is actively discussed and considered, but the word covers different legal realities: on crops, on field trials, on such or such GMO, by non-renewal of authorizations, etc. Nothing is final yet. "
Asked by Le Monde, Michel Barnier, Minister of Agriculture, defends research on GMOs "when it leads in a modest, limited, controlled manner to crops for research in the open field". But "there is a second question which should not be taboo, that of commercial GMO crops - 22 hectares of maize in 000 in France. It is an open question, which deserves an evaluation after ten years of authorization. , by asking the question of the overall benefit for our society ".
The freeze will materialize by the refusal of new authorizations before the vote of the law. The situation is made easier by the fact that the only GMO cultivated in France is a corn called MON 810. However its authorization expires in 2007 and must be renewed at European level.
Other plants are in the authorization procedures. France could refuse to give its approval, which would prevent the cultivation of transgenic corn on a large scale during the next agricultural season.
CREATION OF A HIGH AUTHORITY
The law will strengthen control over GM crops. It will set up a High Authority on biotechnologies including in particular scientists from various backgrounds and associations. "Today," says Mr. Le Grand, "the scientific evaluation of GMOs is monocolour, it is only carried out by biotechnology engineers. It is certain that it will be extended to a multidisciplinary approach."
The High Authority would give its opinions to the government on the new GMOs, by integrating a more toxicological analysis, but also the study of the social and economic interest of the transgenic product.
The law would also provide for a liability regime in the event of contamination and a public register of farms cultivating GMOs. Coexistence will be approached on the principle that "the choice of some must not collide with those of others, says Mr. Le Grand. There must be no pollination by GMOs from organic farming fields".
The government has sent another favorable signal to opponents of GMOs. José Bové and four other defendants were summoned on September 19 to Carcassonne for having carried out an action at Monsanto, in Aude, in 2006. The public prosecutor, Jean-Paul Dupont, recommended the postponement of the trial.
The Carcassonne Criminal Court did more than follow it, since at the request of the defense, it decided to postpone "sine die", meaning that it is withdrawing from the case.
In other trials planned for Toulouse and Chartres, prosecutors also asked for the postponement. This attitude shows that the government wants to calm the debate on GMOs.
