The week of negotiations which ended in Bonn on Friday 14 August, within the framework of the UN Convention on climate change, did not advance an inch on the way to Copenhagen. There are less than three months before the meeting, supposed to finalize a treaty replacing the Kyoto protocol. But the hundred or so states present in Bonn did not progress on the text under negotiation: long at the beginning of the week of nearly 200 pages, redundant and bloated, the meeting was just as indigestible.

The atmosphere is acrimonious, even suspicious, the countries of the South reproaching the developed countries for not making enough efforts. It is true that at the start of the conference, we learned that New Zealand set emission reduction targets for 2020 of 10% to 20% compared to 1990, while 25% to 40% is considered to be necessary for rich countries.

In addition, the Australian Parliament on Thursday rejected a bill creating an emissions market. To drive the point home, the secretariat of the Convention (UNFCCC) published on Tuesday a document showing that reduction commitments by developed countries were on average for 2020 only 15% to 21% - excluding the United States which do not envisage a reduction in 2020 compared to 1990.

This led Chinese Ambassador Yu Qingtai to tell Reuters: “There has been a general feeling of dissatisfaction with the level of efforts by developed countries. Even more concerning, the persistence and even the strengthening of the tendency to try to shift the burden (of the efforts) to the developing countries ".
SOLD OUT OBAMA MAGIC

The North-South divide is therefore more vivid than ever. And the feeling that the Obama magic has run out does not contribute to optimism: if his climate bill has passed the test of the House of Representatives, although significantly weakened, the Senate stage will be more difficult .

In the United States, the lobbies are indeed gathering their forces: according to the Center for Public Integrity, more than 1 groups (employers' NGOs and companies) have dispatched their lobbyists to influence the senators. Result, observes Emmanuel Guérin, of the Institute for Sustainable Development and International Relations, "the Obama administration must be careful not to go too far in international negotiations, which could offend its public opinion".

UNFCCC secretary Yvo de Boer sums up the situation: "If we continue at this rate, we will not succeed." September will give politicians more opportunities to act: Forum major economies, then the UN General Assembly, September 22, and G20 in Pittsburgh, United States, September 24 and 25.
