By calling into question "all our modes of production and consumption", climate change "is the main challenge that we have to take up during this century", affirm for the first time, in the report of the fact-finding mission parliamentarian on the greenhouse effect, elected officials from various political parties.


The work of this mission, chaired by Jean-Yves Le Déaut (PS, Meurthe-et-Moselle), and whose rapporteur is Nathalie Kosciusko-Morizet (UMP, Essonne), was made public on Wednesday 12 April. Of the thirty deputies who compose it, three abstained: two Communists and the deputy (Greens) of Paris Martine Billard. "But there is general agreement on the observation, which was not certain," said Ms. Kosciusko-Morizet.

The text reviews the knowledge accumulated by scientists on global warming - several degrees by the end of the century - and the "catastrophic" consequences it could cause. MEPs therefore call for swift action to reduce greenhouse gas (GHG) emissions "by 25% by 2020, in line with the objective of reducing their emissions by 80% by 2050 ".

"AVOID THE WORST"


"The road is narrow, but we can still avoid the worst," write the parliamentarians. "The measures that we will be led to recommend can sometimes not only hinder us in our comfort, but also the future generation, in order to preserve the next one," warn the rapporteurs.

But no question of appealing to "false solutions". "Technological breakthroughs, if we wish them, if we have to prepare and research them, cannot constitute our only hope as they are hypothetical", they warn. "The widespread belief that the rise in the price of oil will solve all the problems" by favoring the transfer to renewable energies is an illusion, because "it involves above all a transfer to coal".

The mission says that the fight against the greenhouse effect "must not be contrary to growth". It can create wealth and jobs, provided we take the initiative "without delay", say MEPs, who are proposing a series of measures "possible to implement".

Some are institutional, such as the creation of a large environment ministry integrating energy and transport (transport, whose emissions are growing sharply, is moreover dealt with in detail in the report, like housing). Others are more direct, such as the implementation of an overall tax reform, in order to integrate the cost of environmental damage into economic activities, and at the same time reduce the tax burden on labor.

All that remains, as the parliamentarians of the mission wish, is to put these questions "at the forefront of the debates of the next elections".
