Same principle as the exchange of CO2 at European level for companies.
Not bad on the principle to involve everyone.

To see the feasibility. How to allocate quotas? For example, a doctor who makes homes, a plumber ... need to move to work. It should also take into account purchases: if I order my purchases delivered to my home, I do not consume my credit?

Uh ... this solution will not change anything at CO2 emissions ... at least not right away.

yeah .... false good idea.

Even if it works .. assuming no fraud, and how to estimate the conso of a couple without children at home, but who receives his grandchildren at the time of the holidays and some holidays and so warm up their home and consume more elec and gas at Christmas for a week (this is my case) eg this year.

Good to summarize in the end: if you have FRIC, you do not care about quotas: if you go over you pay.

In my opinion (pessimistic), we are badly barred because everyone cares: 5 billion KWh of electricity per year to light city streets ALL nights, is not it totally stupid?
