Closure of the biomass call for tenders In early January, the Energy Regulatory Commission (CRE) launched a call for tenders for the construction and operation of biomass power plants. The call for tenders has been closed since July 15. 106 files were submitted to CRE, which represents a cumulative power of 936 MW.

CRE now has a maximum of 6 months to examine the files and send the Minister in charge of energy an instruction sheet on each offer, showing in particular a quantified note, as well as a summary report.

The Minister will then designate the candidate or candidates selected for the construction of the power plants by 2012.

CRE distinguishes two sections: projects concerning the Alsace, Lorraine, Champagne-Ardenne, Nord-Pas-de-Calais, Picardy, Brittany regions, as well as the department of Seine-et-Marne. A cumulative power of 150 MWe is sought there.

The second tranche covers the whole of mainland France, including Corsica, for a desired power of 100 MWe. Candidates for tranche 1 are de facto candidates for tranche 2.

The 936 MW of projects received break down as follows:

- phase 1: 53 projects for a cumulative power equal to 428 MW;
- Unit 2 (excluding Unit 1): 53 projects for a cumulative power equal to 508 MW.


If the average unit power of the installations is equal to 8,8 MW, the median power is 5,7 MW. Most of the projects presented therefore have a capacity of between 3 and 6 MW.

As a first approach, CRE observes that the fuel deposits considered by more than 90% of the projects consist mainly of products, by-products and waste from forestry or the wood processing industry (forest chips, forest residues, shreds, bark, black liquors, sawmill related products, by-products of the paper industry, etc.).

For the remaining 10%, it involves exploiting by-products and waste from agriculture or the agri-food industry (straw and residues from the cereal industry, various by-products and residues from the agri-food industry. , etc.).
