For me, it's very simple:
a) companies desperate to suck subsidies and make big profits with ideas even if they are nuts; perhaps especially if they are nutty, because the good ideas, they cost (in R / D); we cannot exclude a few "geotrouvetall" engineers disconnected from economics - all the same, there has been a slew of brilliant machines (from the aerotrain to the compressed gas car and so on) (or bottle-fed with firecrackers )
b) on the other, politicians and firms ready to do anything to get on TV, which by dint of living at the expense of the Republic no longer situate thousands / millions / billions ("honey, is that a lot 1 billion?" )
c) with media ready to buzz with any idiocy why it is perfectly astounding and has a great chance of being talked about a lot, so we make advertising turnover while pumping up the pumps to the Minister (the level of reflection and scientific knowledge of the majority of journalists is abysmal - in the sense of a vacuum!)
I'm lazy, but it would surely be very very funny to make an anthology of the idiots that were written or said at the time!
e) Finally, let's not forget that it has to please a significant part of the population! And this is where cretin fashions and ecologies come in. Khmer green trend and ready for anything.

It is not uncommon for "political displays" to lead to budget lines that in the end we do not know how to spend (but we cannot do anything else with them, because they are marked, often the basis of co-financing) ...

Suitcases are something else. But everything else is perfectly legal tartufferie.
You improve the planes to animate them with biofuel, you put a few bridges there that lead to nothing, local airports located next to each other, the aerotrain, the computer plan with TO7, etc ... had, "finds" ...
