In mid-July, the independent solar electricity producer Sonnedix completed the connection of its 9,8 MW “Simiane” cluster made up of three photovoltaic solar power plants in the south-east of France. Respectively 2,5 MWp, 3,6 MWp and 3,7 MWp, the Lavansol III, Lavansol IV and Lavansol VI parks are located in the town of Simiane-la-Rotonde, on the Albion plateau, within the department of Alpes de Haute Provence.

Composed of 25 solar modules in total, installed by EPC Solarpro, they are located on a former surface-to-surface nuclear ballistic missile site that is now disused. "We are delighted to see these projects go into commercial operation," said Axel Thiemann, CEO of Sonnedix. By giving a new vocation to a former nuclear site, by converting it into a clean energy source, we are demonstrating our strong commitment to our ESG standards and to the quality of life of the communities in which we operate ”. The developer currently operates two other plants there located less than 000 km from Simiane-la-Rotonde, also built on former military sites. A maintenance center is located less than 10 km away, in the town of Mées (35) where several technicians specializing in photovoltaics work. Nationwide, Sonnedix currently has more than 04 MWp in operation, as well as a development pipeline of more than 270 MWp.

Gironde: opening of the public debate around the largest photovoltaic park in Europe

on August 18, 2021.

The National Commission for Public Debate (CNDP) validated, on Wednesday July 28, 2021, the client's file on the “Horizeo” photovoltaic platform project in Saucats (Gironde). The public debate on this colossal project will begin on September 09 until January 09, 2022.

The “Horizeo” project, led by Engie, Neoen and RTE concerns the installation of a photovoltaic park in the town of Saucats in Gironde. This € 1 billion project provides for the construction of the largest photovoltaic park in Europe with an installed capacity of around 1 GW. The energy produced would supply electricity storage batteries, an electrolyser producing hydrogen, a data center covering an area of up to 5 hectares (ha) as well as an agricultural plot dedicated to local collective catering.

This photovoltaic site will be built on a wooded plot of 1000 ha reserved for forestry. Taking into account its size and the potential harmful effects that its establishment can generate on the environment, the CNDP has entrusted the organization of a public debate on this project to a special Commission for Public Debate (CPDP).

The public debate will begin on Thursday 09 September 2021 and will end on Sunday 09 January 2022. The CPDP has planned six large public meetings in Gironde: Bordeaux, Saucats, Pessac, Léognan, La Brède and Mérignac in which participants can participate in face-to-face and in distance.

"Contact points" in public places

Different thematic workshops will also be organized around scenarios and alternatives; workshops for the restitution of environmental studies and workshops on the economic model and the economic and social impacts of the project. The commission will set up around twenty “contact points” in the region (markets, squares, shopping centers, sports and cultural facilities, etc.).

From September 09th, participants will be able to ask questions to the project owner via the online participatory platform. “The commission is also developing a digital educational tool to support the“ I'm getting my idea ”positioning. It will allow each citizen, in a few clicks, to identify the major challenges of the “Horizeo” project and to form an opinion ”, we read in a press release.

Stellantis Sochaux builds one of the largest solar power plants in France

AFP • 09 / 09 / 2021

The Stellantis plant in Sochaux (Doubs) is in the process of equipping itself with one of the most powerful solar shaded plants in France, which is scheduled to come into service in 2022, the car manufacturer and Engie Green announced on Thursday.

The project provides for the installation of nearly 64.000 photovoltaic modules in the parking lot of the Sochalian plant shipments, which can accommodate up to 10.000 vehicles, on an area of 22 hectares particularly sunny, said the same sources.

The plant will develop a power of 29 megawatts-peak (MWp), or the equivalent of the annual electricity consumption of 13.300 inhabitants, or 30% of the Stellantis plant in Sochaux, we add.

The photovoltaic panels are installed by the energy company Engie Green, which will support the investment of 36 million euros and will operate for 30 years. The electricity produced will then be delivered to the Enedis network at 20.000 volts.

The work began in September 2020 and the full commissioning of the plant is scheduled for October 2022. This is one of the largest solar shaded photovoltaic plant projects underway in France, which will prevent the emitting 1.000 tonnes of CO2.

It is a project "emblematic" by the size of the surface available for the installation of the shades which will house the vehicles, estimated during a press conference on the site Christine Lafaix, director at Engie Green, French leader on wind and photovoltaic activity.

The initiative is part of the "Sochaux 2022" modernization project of the historic and century-old PSA plant, which became Stellantis after the French group's merger with Fiat Chrysler Automobiles.

For Stellantis, this installation makes it possible to "enhance our land", notes Didier Edelblutte, project leader within the group.

The manufacturer wants to achieve "a carbon neutral site" and "we are completely committed to this approach" of sustainable development, underlines Frédéric Maliczak, director of technical services at the Stellantis plant in Sochaux.

According to Luc Vignal, building and shade house manager at Engie Green, this installation will also generate 130.000 euros in income per year for local communities thanks to the taxation generated by the operation of the project.

Larzac: a solar power plant project resurfaces, in a lighter version

AFP released the 04 Nov 2021

The French company Arkolia Energies, specializing in the production of renewable energy, presented on Thursday a new version of its controversial photovoltaic plant project in the south of Larzac (Hérault), hoping that its smaller size will allow opposition to be lifted.

During a press conference, the leaders of the company based near Montpellier announced the holding of a public consultation between November 16 and 29, explaining that nothing had yet been decided.

"We do not come with a scenario proposal, but with the results of new studies, so we propose to discuss four major themes in a very open way, in order to create a territorial project", explained the wind power development manager and solar energy from Arkolia Energies, Mickaël Scudeller.

With its Solarzac project, Arkolia Energies initially planned to cover 220 to 400 hectares of solar panels in the small town of Cros, located in an area classified as Natura 2000 and UNESCO World Heritage as part of the cultural landscapes of Mediterranean agro-pastoralism.

The initiative was massively rejected locally and criticized by organizations for the defense of the environment and agricultural land during a first consultation, in 2019. Without giving up, Arkolia Energies undertook to offer a smaller version of its project.

The company is now considering an area of solar panels of 150 to 200 ha, capable of producing the equivalent of the electricity consumption of 100.000 to 130.000 people (excluding heating). She also wants to strengthen the agro-pastoral dimension of the project, as the installations allow, according to her, the presence of herds of sheep.

"The rest of the surface (800 ha minimum) could be put in management with organizations working for biodiversity" and "tourism activities (hiking, mountain biking) could also find their place on the site", explained the promoters. of Solarzac, whose commissioning is expected in 2026. The investment, of around 150 million euros, would be fully supported by Arkolia Energies.

The consultation program is available on the website www.solarzac.fr. The closing public meeting is scheduled for December 2 in Salelles du Bosc, not far from the site planned for the solar power plant.

EDF Renouvelables is commissioning the Dijon-Valmy solar power plant in Bourgogne-Franche-Comté
The 15 MWp park rehabilitates a former technical landfill center for waste in the city of Dijon. In spring 2021, it benefited from a participatory fundraising for an amount of 200 euros.

NOVEMBER 25, 2021 GWÉNAËLLE STANDING UP

Dijon Métropole and EDF Renouvelables inaugurated the Dijon-Valmy photovoltaic plant, in the Côte-d'Or department, in Bourgogne-Franche-Comté. Located in the city of Dijon, the solar power plant, which has 43 photovoltaic panels, occupies an area of 000 hectares, for an installed capacity of 16 MWp. The renewable electricity produced each year will meet the electricity needs of 15 inhabitants, or 8% of the population of Dijon.

Initiated in 2017, the project is located in the old technical landfill center (CET) of Dijon, which treated the city's waste and on which was stored rubble and residues from construction sites. The CET, closed in 2018, was rehabilitated by the Dijon metropolitan area during the summer of 2020. During the construction of the solar power plant, which mobilized around one hundred jobs, the site's technical constraints were taken into account. account in order to respect the integrity of the topsoil layer placed on the landfill. Thus, the photovoltaic panels were placed on foundations specially designed for this. The roadways and platforms were also raised above the ground in order to preserve the existing drainage system.

Urbasolar inaugurates the car park shades of Carcassonne hospital: 4 MWp developed as a PPP
Syaden Aude, the Carcassonne Hospital Center and Urbasolar have inaugurated the photovoltaic shades in the hospital car park. The solar panels cover 1500 parking spaces and can produce 5000 MWh of electricity per year thanks to a power of 4 MWp. In addition to this plant, financed by public-private partnership (PPP), a solar installation of 250 kW in direct self-consumption was built for the needs of the Hospital Center, which aims for greater energy autonomy.

The Carcassonne Hospital Center is taking a step towards more energy autonomy. With Urbasolar and Syaden (Syndicat Audois d'Energies et du Numérique), it has just inaugurated parking shades which cover 1500 parking spaces. The installation was commissioned earlier in 2021 and can produce up to 5000 MWh of electricity per year using 4 MWp of power.

It was in 2017 that Urbasolar won the competition to develop, build and operate the plant. The financing involved several public and private actors, since the Syaden and Urbasolar entered the capital of the project company "HOPITAL SYADEN ENR", which concretely consists of a merger of the mixed economy company of Syaden (SEM Elo) and Urbasolar. The project was also able to count on crowdfunding with the agents of the Hospital Center and the citizens of the department of Aude.

The electricity produced by the shades is injected into the network according to a particular model which should first serve Audois users in order to experiment with "an energy short circuit". At the same time, the press release relating to the operation specifies that an installation of 250 kilowatts in direct self-consumption has been carried out for the needs of the Hospital Center.

when you see the large groups pushing behind, needless to say, everything is set in advance: the debates are a sham.

Concerning the project, 1GWp for 1 billion €uros, it must be cheaper than the EPRs... even taking into account a load factor of 15% (which amounts to multiplying the price by 6).

I find this budget a bit expensive all the same, because PV panels in such quantities must be able to be negotiated at 20 ct€/Wp (and perhaps less), which would bring the cost of the panels down to 200 M€. .

Finally, I am rambling, but it would be better to equip the roofs already built with dwellings already connected to the network... even if the immense Landes forests will not be significantly amputated by this project.
