Pricing at 1er January 2010:

What will penalize small businesses the most is the new condition of integration is even a killing.

• Installation of the power plant on the roof of a building for residential use, education and / or health completely closed (4 sides)
• Installation of the central replacing one or more elements of the building ensuring the closed or the cover and the Installation must be IN the plan roof.
o In summary: to meet this obligation, it is necessary that if one removes the solar installation, the building loses one of the concepts of closed and covered.
o The solution to put a protection seal under solar collectors is no longer feasible
• For rigid modules, the latter must seal
o All integration systems currently in steel tray, PVtec, Intersole and similar no longer fall within IB criteria.
• For flexible membrane solutions, the cell / sealing assembly must be done at the factory or on site (provided that only a single works contract is provided).
o It seems that we need to define precisely what a single works contract means

Price 0.50 € / KWh - Obligation to answer 4 mandatory criteria:

• Installation of the power plant on the roof of a completely enclosed building (4 sides)
• Installation of the central replacing one or more elements of the building ensuring the closed or the cover and the Installation must be IN the plan roof.
o In summary: to meet this obligation, it is necessary that if one removes the solar installation, the building loses one of the concepts of closed and covered.
o The solution to put a protection seal under solar collectors is no longer feasible
• For rigid modules, the latter must seal
o All integration systems currently in steel tray, PVtec, Intersole and similar no longer fall within IB criteria.

In order to allow a market adaptation to the present obligations, projects benefiting from an AOA contract application made before the December 31 2010 may benefit from the 2009 conditions. This is on the condition that the installation complies with at least the following 3 conditions:
• Replacement of one or more elements ensuring the closed and the cover.
• Building construction completed since + 2 years for non-residential buildings
• Installation parallel to the roof plan

Other solutions exist (cladding for example), but they will not be studied here; this in a spirit of simplification.

Summary :

• Projects that have had a DCC request (Contract) after the January 1 2010er must adhere to the previous rules. After that date, new prospecting and financing criteria (profitability criteria) will have to be validated to continue the development of rooftop rental projects.
• Buildings must be built since + 2 years (exit new or recent projects)
• The buildings must be closed AND covered (exit the projects of agricultural sheds)
• One question remains: the validity of the DCC application is governed by the provision, at the same time, of the elements specified in the technical reference documentation of the public grid operator to which the installation is connected. What are these elements?
• Installations must be made with waterproof modules. Thus, to date, only the solution of tiles (real tiles, simulation of tile type solrif) are eligible for the tariff IB. This poses a security question. Indeed, many concerns of seals have occurred on the installations made with this technique (mécosun, schuco, biohaus, etc.). The question is: is the risk in balance with the expected benefits? SEE FILE TUILES

ISB Price (Simplified Integration on Construction)

Value: 0,42 € / KWh product.
Always the limitation of 1500h.
Obligation to meet the following criteria:

• Installation positioned on the roof of a building ensuring the protection of property, people, animals and activities and if it replaces elements of the building that provide the enclosed and covered, provides the sealing function and if it is parallel to the roof.
o This implies that it is impossible to use Solyndra type solutions, superimposition with or without modification of slope, roof orientation, as well as the solution of roof trackers.
o This implies an impossibility to build a building without use below (no activity, no goods, no people or animals)
• Peak installation power greater than 3 kWp.
• Peak installation power lower than 3 kWp from 2011 if and only if building completion since + 2ans.

Summary :
• Creation of a new intermediate fare between ground floor and IB facilities tariffs. The definition of the ISB is quite restrictive: compulsory sealing, closed and covered building. Here, no notion of complete closure of the building as for the tariff IB.
• We will find in ISB, the following projects in development:
o All building projects not completely enclosed (barns open on 1 or several sides)
• The Solyndra solution is here invalidated (placed on a roof of a building)
• The greenhouse solution is possible here.
• The solution of the shade houses is impossible here (no concept of closed)
• from 2011, installations lower than 3KWc if and only if the building is built from + 2ans

Sol Rate

Value: 0,314 € / KWh multiplied by a departmental coefficient (see Stopped). 40 cts in the islands.

The limitation of 1500h still exists, but in the case of a solar installation placed on Trackers, this limit goes to 2200h

a departmental coefficient R, is created for ground installations exceeding 250kWc; the price is then 31,4 cts x R.

Attachments

Here are some changes compared to the 2009 bonds, important for the risks taken:
• AOA rate blocking changes from 36 to 24 months. This implies that when the purchase contract is requested, the investor will only have 24 months to effectively connect his installation to the network (attention for ground projects, especially because of the risk of administrative recourse extending the deadlines for authorization) in case of overrun, there is no cancellation of contract, but a reduction of as much of the duration of the contract of sale of production.

• These rates are maintained until 31 December 2011 for ISB and 31 December 2012 for IB. After, a haircut of 10% will be applied per year started beyond this date (the discount of 10% applies to the previous year's rate and not by multiplying 10% by the number of years exceeding the deadline)
• The installer must now issue an attestation that the equipment used complies with the DTU in force on the installation (with the corresponding list). This has a strong implication in terms of decennial, since the installer will not be able to make an installation without the manufacturer providing an Atec, a Pass Innov or the investor does not make an Atex for the site in question.
• The coefficient L for annual updating of projects in production still exists, but it is modified:
o The departure indices are the last known indices at the inception of the contract (start-up production).
o The annual indices are no longer the last known indexes on the anniversary date, but the last known indexes at the 1er November preceding the anniversary date.
• Differences in pricing between the city and Dom-Tom disappears for roofs. Only the difference of producible remains (1800-2600 hours instead of 1500-2200 hours in metropolis

In addition to this, a huge question is created by the creation of a repeal of the decree of July 2006: What about the projects having made the steps in 2009 (so normally under tariff 2009) but whose commissioning has not been effective; as well as those whose commissioning is effective, but therefore the contract has not yet been signed ...

Here is my summary of the main points to remember compared to the former:


The date of the complete application for connection to the public network by the producer determines the rates applicable to an installation.

The complete application must contain all the following elements (article 2 of the decree):

Place, department and region or local authority of the installation
+ Nature of the installation (installation benefiting from the building integration bonus, installation benefiting from the integration bonus simplified to the building or other installation)
+ Nature of operation: surplus sale or sale in full
+ Total peak power installed for photovoltaic generators as defined by NF standards
EN 61215 and NF EN 61646 or maximum electrical power installed in other cases. The power
total installed peak can not be less than the installed power as defined in Article 1er of the decree
2000-877 of the 7 September 2000 abovementioned
+ Delivery voltage.
as well as the elements specified in the technical reference documentation of the public grid operator to which the installation is connected.

The purchase contract is concluded for a period of 20 years from the commissioning of the installation. This bringing into use must take place within a period of 24 months from the date of the complete request for connection to the public network by the producer. If this period is exceeded, the duration of the purchase contract is reduced accordingly.

Contractualisation of the annual indexation of the purchase tariff, to 10% on the evolution of the labor cost + 10% on the evolution of the index of the prices of the production by the application of the coefficient L defined hereafter :
L = 0,8 + 0,1 (ICHTrev-TS / ICHTrev-TS0) + 0,1 (FM0ABE0000 / FM0ABE00000)
with:
ICHTrev-TS is the last known final value at the November 1er preceding the anniversary date of
the effective date of the purchase contract for the revised hourly labor cost index (all employees) in the
mechanical and electrical industries;
FM0ABE0000 is the last known definitive value at the November 1er preceding the anniversary of the inception of the purchase contract of the French industry producer price index for the French market - all of the industry - A10 BE - ex-works price;
ICHTrev-TS0 and FM0ABE00000 are the last known final values ​​at the effective date

Dégressivity of contract rates signed from 2012

EDF OA just informed me that I would receive my contract in the 5 to 6 months following my connection ...
