We must therefore remain circumspect and not decide one way or the other.

I would say that if we want to create an earthquake, there would be 2 methods
1) the first nag enough would be to place a nuclear charge on or near a live fault
2) the 2nd finest would be to send waves on a resonance frequency capable of destabilizing the compressed rocks.

I think it's a very risky method.

I even wonder if there were any "voluntary" results.

Ah indeed, but I know so little, I only collect information that seems relevant to me. In the BAT, we studied seismic waves, and the means for buildings to resist (I am appalled by what I see in Turkey, that for 50 years, earthquake-resistant constructions have not been made compulsory there, simple judiciously positioned thiokol joints sometimes would suffice in an ad hoc design to let the construction move laterally and dissipate the energy)

In fact, it's simple: industrial risk does not exist.
