Sorry for this hopeful title ... in fact it's not much ... just unsustainable deadlines that are adapted ...nothing changes on the bottom but the fight is not over!

I am therefore opening this subject to talk about the constraints, application limits and the effectiveness of the extended Health Pass!

The most worrying measure, and very little publicized for the moment (or I haven't found it?), Is access to shopping centers where the majority of French people do most of their essential shopping!

You don't have a PASS you don't eat! The PCR centers will be quickly saturated, the PCR tests will pay off ... In short, people who have to eat will have to be vaccinated and they will lower their barrier gestures and create variants, but that is not the debate here.

The debate is about the application and the brakes and limits to the massive application of the sanitary pass

We heard yesterday from cafetiers and restaurateurs .... but supermarkets have not yet been talked about!

I have already heard Marc Véra say that he will close all his restaurants on August 1st.

Health pass: the government backs down on certain inapplicable measures

Announced on Monday July 12 by Emmanuel Macron, the extension of the health pass to certain places quickly came up against reality: it was impossible to vaccinate adolescents so quickly, but also all employees of establishments receiving the public. Almost the next day, the government was forced to reverse certain measures.

Before speaking, it is better to turn your tongue seven times in your mouth. Monday July 12, when Emmanuel Macron announces the extension of the health pass to certain places, the message is clear: we must encourage vaccination, and quickly.

So from July 21, it is impossible to go to establishments open to the public of more than 50 people without having been vaccinated or without having a recent negative test if you are over 12 years old. and that's all. On August 1, the same locker in restaurants, cafes, shopping centers, or even trains and planes. There too, no negotiation possible.

The measures, however laudable from an epidemiological point of view, would have had to be applicable. The particularly tight deadlines do not leave time for a large number of professionals to receive their bite before the deadline, nor for holidaymakers to adapt. It's hard to imagine that all the servers will be vaccinated on August 1, just like their customers. So quickly, the government qualifies.

"Flexibility"


Gabriel Attal opens the ball on Europe 1 on July 13, the morning after the presidential address. "For a person who has not yet had time to take his two doses, he can obviously benefit from the health pass by doing tests regularly" even if the spokesperson of the government himself admits: "it does not is not the most comfortable ”. He quickly evokes a certain “flexibility” in the application of the measures. And Olivier Véran to continue on BFM TV: "The law will not be applicable from August 1, there will be a few days of delay". It's too much honor Monsignor !!

The same evening, the Minister of Health backpedaled outright. Twenty-four only after the announcements of Emmanuel Macron, he returns to some of the modalities of application of the health pass during an interview in the 20 p.m. television news on France 2, on July 13. First adaptation: the expiry of the health pass for adolescents. The 12 - 17 year olds, like their elders, had to possess the precious sesame from July 21 for certain establishments, and from August 1 in cafes, restaurants, etc. However, it is difficult to imagine that a large part of them could have completed their vaccination cycle by then: the injections were not offered to them until June 15.

Even if they had started to vaccinate at that time, they could not have the health pass until mid-July, assuming they had received their first injection on June 15, and their second just 21 days after the vaccination. first. Possible, in theory, but certainly not for everyone, which leaves the risk that not everyone will be immunized so quickly. They will therefore not be subject to presentation of their pass until August 30. A measure which aims "not to spoil the holidays of families" - one also avoids thousands of cancellations of summer camps. Olivier Véran nonetheless invited adolescents to be “vaccinated quickly”, even if specific vaccination campaigns will also take place at the start of the school year.

Deadline extended

Second point: now, employees of establishments open to the public will also benefit from a tolerance until the end of August. Just like the teenagers, it's hard to imagine that they could all have been protected by August 1. A welcome measure for restaurateurs, but which risks giving rise to a situation that is at least ubiquitous. If you go to the restaurant in August, it will therefore be possible that the sanitary pass is required for customers, but not for servers. They "must have received their first dose of vaccination no later than August 1, otherwise from August 30 it will be a test every two days if they want to continue working", insisted Olivier Véran.

More unexpected measure: the minister reduced the deadline for the French to have their vaccination passport to seven days after the second injection of vaccine, against fourteen days so far. This allows you to get your sanitary pass more quickly. On the other hand, here too, the puzzle becomes more complex: at European level, this limit is still set at fourteen days. To travel within the EU, you have to be vaccinated for two weeks. Here again, Olivier Véran himself recognized the problem, mentioning on France 2 that "things are getting a little more complicated" and that "the work of harmonization at the level of the European Union remains to be done".

In short: whatever one thinks, the measures announced by Emmanuel Macron arrive in any case too late to be applied before the end of the summer. Highlighting vaccination is good. Doing it realistically is better. Unless the speech on Monday evening is mainly a bluff to attract to the vaccination centers. If so, it worked: on Tuesday, July 13, nearly 800 people received an injection.
