No need for runoff for slate and all construction materials to become conductive on the surface, fog is enough.
And you're lucky, by the sea, galvanic corrosion is even faster.
Also with all this mass of metals, all less reactive than zinc, no wonder your gutter serves as a sacrificial anode.

galvanic corrosion (although I frankly doubt that this is it ... it happens when metals are in direct contact and ions circulate in the water) does not explain why the downspouts are puffed and not the gutters.

Yes except that:
- that would surprise me, it has been raining quite a bit to rinse off a possible treatment for all these years ...
