Okay, okay.... It was rather the result of a European directive which authorized, by way of derogation, end-of-life installations not to respect the emission thresholds set, subject to not operating for more than 20000 hours. between 01/01/2008 and 31/12/2015.
Indeed in 2016 it went down because all these facilities had been closed at the end of 2015 or before.
4. Without prejudice to Directives 96/61/EC and 96/62/EC, existing installations may not be required to comply with the emission limit values referred to in paragraph 3, and they may not be included in the national scheme reduction in emissions, provided that the following conditions are met:
a) The operator of an existing installation undertakes, in a written declaration presented no later than 30 June 2004 to the competent authority, not to operate the installation for an operational period of more than 20000 hours from January 1, 2008, ending no later than December 31, 2015;
