The COP24 started in Poland in a climate of distrust

Sunday 2 December the 24th meeting of the Conference of the Parties began in Katowice, Poland.

Select city of Katowice in Poland to organize, from the 2 14 December the 24e session of the Conference of the Parties (COP24) looks like a provocation few weeks after the release, the 8 October, the latest report of the Expert Group Intergovernmental Panel on Climate Change (IPCC) on global warming of 1,5 ° C.

"This will be a key scientific contribution for the Katowice conference on climate change," the IPCC said. If we do not react, and if global warming continues at the current rate, we will reach the 1,5 ° C mark between 2030 and 2052, the experts said. And to reverse the trend, we must leave 80% of fossil fuels in the ground and initiate an ecological transition with a decarbonization of key sectors of energy, transport and agriculture.

Poland, bad pupil of Europe

The COP24 takes place in Katowice, in the south of Poland, in the heart of Silesia and its coal basin. Poland, which draws 80% of its electricity from coal in thermal plants of another age, is a bad pupil in Europe and Katowice suffers a significant air pollution. According to the World Health Organization (WHO), 33's 50 most polluted cities in Europe were in Poland in 2016 and 50 000 Poles die every year because of smog, pollution fog.

It is therefore to be hoped that the holding of COP24 in Silesia will act as a trigger on the Polish authorities ... Because this session of the Conference of the Parties must make it possible to adopt measures which guarantee the full application of the Paris Agreement ( COP21 in December 2015). "The COP24 must lead to rules which allow a robust application of this Agreement, explains one within the French delegation. And deliver a very strong political message by showing that the Paris Agreement is supported."

This COP24 must provide the roadmap and the tools needed to accelerate the implementation of the States' commitments and raise their ambitions. Because everyone knows that 2015's commitments are insufficient to keep the planet below + 1,5 ° c and even 2 ° C. The IPCC estimates that current commitments would lead us above 3 ° C. Another objective of this COP24 is to actually start up the Green Climate Fund, which aims to help developing countries face climate change.

Brazil renounces COP25

This agreement signed by 195 country and ratified a year later has since been attacked with the exit of the United States in June 2017, from Australia which refused to register in August in the law its objectives, and more recently Brazil . The future President, Jair Bolsonaro, who will take office in January 2019, has already given up organizing the COP25 as his country was committed. During his campaign for the presidential election, this climate-skeptic has multiplied worrying announcements like the deforestation of the Amazon rainforest, lung of the planet, and he still threatens to withdraw from the Paris Agreement.

As for the French delegation, it is ultimately no longer led by Prime Minister Edouard Philippe, retained in Paris to manage the "Yellow Vests" affair. Led by Minister of the Environment François de Rugy, it fully intends to defend carbon neutrality in 2050 for Europe, even if France is still below the objectives it had set for itself. Paris Agreement. It has set itself a commitment to reduce its CO40 emissions by 2% by 40% by 2030, like the EU.

But a study by the Boston Consulting Group does little to encourage optimism. Indeed, China, India, the United States, Brazil, Russia, Germany and South Africa will not be able "to achieve their greenhouse gas reduction objectives with their current policies, while they are responsible for 60% of global emissions. " And to limit global warming below 2 ° C, international investments should reach 75 trillion dollars by 2050, or 2 to 6% of GDP per country. In 2017 alone, the World Bank indicates that disasters of meteorological and climatic origin cost the world economy 320 billion dollars. Figures that should speak to even the worst climate skeptics ...

I anticipate that the result of the COP24 will be for public policies to seek to reduce the amount of CO2 issued by France compared to other countries. France is not even in the top 10 (so less than Canada or Iran that already appear tiny worldwide, see chart). This is absurd and dogmatic.
Reducing energy taxes to increase activity, lower unemployment and improve public finances seems much better.

I hope that politicians will not miss this NOAA curve, showing the temperature delta, down from previous years:
