This vote at second reading was the last step in a long and difficult process that began a decade ago.

"The liberalization in all the states of the Union, linked to the integration of markets, will be beneficial for all because the supply will be increased", affirmed at a press conference in the EP the European Commissioner for Energy and Transport, Loyola de Palacio. "Cross-border exchanges will be facilitated," she added.

The 15 Member Energy Ministers had already agreed in November 2002 in Brussels on the principle of a full opening of the electricity and gas markets to 1er July 2004 for professionals and three years later for individuals.

It was under pressure from France, which has long vetoed the liberalization of energy markets for individuals, that the opening of the latter was delayed in July 2007. Initially, the European Commission proposed the date of 2005.

The European Union had already begun to partly liberalize its electricity and gas markets through 1996 (electricity) and 1998 (gas) directives (European laws) which reserved the free choice of the energy supplier only to large consumers. industrial.

But the degree of openness of these markets, set at a minimum threshold of 30% for electricity and 20% for gas has since remained considerably different from one Member State to another.

Mrs de Palacio warned on Wednesday that the Commission would be very attentive to the transposition without delay of the two new directives on liberalization, including for individuals, in the national law of the Member States. "We will closely monitor the transposition of these directives because we already have asymmetrical standards in different countries, which create tensions," she said.

In addition to being fully open to competition, the two new texts provide for the creation of national regulators for the electricity and gas markets, minimum public service obligations, strengthening of the separation between electricity producer and seller. on one side, and transmission and distribution networks on the other.

In the case of France, they involve a legal separation of Electricité de France (EDF) in several separate companies from July 2007. The Electricity Directive also introduces a provision on the "traceability" of electricity, which should enable consumers to better understand the sources of energy used by their electricity supplier to produce electricity.

It is quite amazing that such decisions are made without any prior consultation of the population.
If we can hope for a fall in prices due to competition, we can also fear a significant decline in quality of service as seen for example in Canada or the US during spectacular blackouts that paralyze the country ...
I would be curious to find the exact text referring to minimum service <_

the competitors of nuclear energy will probably have a lot to do because the life of our "dear" central is still at least forty years ...
