Yes, each region can adjust its aid policy. Thus, Alsace subsidizes the energy study but everyone must check if their region does so too.
Other aid is subject to a maximum of taxes paid the previous year, which is also a regional specificity.

we have a good big 'Strasbourg electricity' lobby, very present in local political life.
